The hard problem in AI-assisted bid writing is not producing fluent text. It is preserving the boundary between supplied evidence and plausible invention. A useful system must make missing information visible rather than smoothing it away.

Constrain the graph
The six-node runtime separates retrieval, drafting, critique, and revision. Every candidate claim carries provenance, and an evidence allow-list limits what can enter the answer. Bounded loops prevent critique from becoming an invisible infinite process.

Keep the human in the final action
The system streams progress and produces a reviewable answer, but it does not submit a bid. Human-approved insertion is a product boundary, not an unfinished autonomy feature.
